Irregularities in the post of Manager of HSWC:

Complaint against 4 including IAS Ashok Khemka of Haryana in Panchkula police station

Haryana Warehousing Corporation has complained of irregularities in recruitment in Panchkula Sector-5 against four officers including IAS Ashok Khemeka of Haryana. Apart from Khemka, Somnath Ratan Manager Retd., SC Consul Assistant Manager Admin, Naresh Kumar, the then Dealing Assistant has also been named in the complaint. The complaint has been given by the MD of HSWC.

IAS Ashok Khemeka was the MD of Haryana Warehousing Corporation from 11 July 2008 to 23 April 2010. It is alleged in the complaint that the committee in its investigation made irregularities in the recruitment of 10 managers. Therefore, a case should be registered against four officers including IAS Ashok Khemka. As per the complaint of the MD, 10 Manager posts were to be recruited in the Corporation. There were five General Keys, two SC categories, one post ESM G, one BCA, and 1 BC-B category. 103 candidates had applied. The executive committee called only 13 candidates. There were 6 posts in Manager Grade 1. The selection committee did not recruit according to the roster. 2 of the General Category, 2 ESM-G categories, 1-1 from BCA, and BC-B category was recruited. Pankaj Kumar, Surendra Singh, Lanka LT Prakash Rai, Pradeep Kumar Gupta, Hetram, and Ajay Kumar were appointed to the posts. The caste show was done only in the appointment of Ajay Kumar. During scrutiny, it was found that Pankaj Kumar General, Surendra Singh ESM-G, Lanka LT Prakash Rai General, Pradeep Kumar Gupta ESM-G, Hetram BC-B, and Ajay Kumar were recruited to the post of BC-A caste.

Experience certificate and no state domicile

The committee found in its report that Pradeep Kumar Gupta and Surendra Singh were appointed based on General Manager Grade-I. But they did not fulfill the experience and other conditions prescribed by HSWC. In the recruitment advertisement, the condition of 7 years experience in government, public sector undertaking in the agriculture sector was laid. Preference was to be given to Diploma and Degree holders in Marketing Management. Pradeep Kumar Gupta gave his experience certificate in the Indian Air Force for the duty of L.Sergeant and especially Instrument Fitter. He had completed 20 years of service. Surendra Singh also did not fulfill the conditions of experience.

The selection committee ignored the rule-regulation

The committee wrote in the investigation report that the then MD Ashok Khemeka in the selection committee conducted interviews with other officers and prepared the merit list. There were irregularities and rules and regulations were ignored. Pradeep Kumar Gupta and Surendra Singh also did not have proper experience certificates and neither were they domiciled in the state. Both were also not eligible for appointments as per the roster. Somnath Ratan, SC Kansal, and Naresh Kumar appointed ineligible candidates by cheating deserving candidates, misusing their powers, and violating the rules of Govt. The committee found the above guilty in its report and submitted the report to the government on 18 April 2022.

At the same time, the ACP of Panchkula Police Vijay Kumar Nehra said that a complaint has been received from an officer of Haryana Warehouse Corporation, in which it was recommended to register a case against some senior officers. Whatever legal action is taken in the matter, will be taken. At the same time, IAS Ashok Khemka refused to comment on this matter.
